2) $910,000 R&D USGS data
3) $170,000 Field investigation with Utah on using liquid propane
Board member (@1:09) comments after she outlines these needs to collect more data to satisfy questions around safety, efficacy, etc and he states that he thought that data already existed. He is disappointed they can’t dump those funds into expanding the CS program. It appears they are attempting to perform their due diligence after rolling out the program. Now board members believe in the program and aren’t asking for complete data. They’ve invested a lot in infrastructure and it would be embarrassing to admit the program isn’t providing water increases and could be damaging to the environment. No more funding and put liability back on cloud seeding operators!
I did some research to figure out how IDWR board seems to get these unproven experiments approved. How do they think they can ask for “more money” without detailed program plans and ROI for taxpayers? Well, I believe there could be a conflict of interest at play. Rep Britt Raybould is on the resources and conservation committee, which includes IDWR, & her dad is chairman on the IDWR board. Ironically, Britt also sits on the ethics committee. Glenneda, if I file an ethics complaint will Britt recuse herself from the review?

100% on target, Mr. Colley! Government "invests" in nothing; it mostly takes our money and spends it for purposes that benefit a select few. Often those few are not the intended recipients of our largesse.

These proposals/bills will make Idaho one of the strongest proponents of freedom, not just in the country but in the world. With freedom, we can grow our economy (the opposite of what happened during COVID countermeasures) and ensure a state that thrives. I know these are bold proposals -- like those you offer in your substack -- but our legislators must be bold to succeed!

Conflicts of interest are rampant in government at all levels.
